b.     the owner would not have to get approval from the Historic Preservation Board.

c.     it would have to be moved to another site.

d.     it is allowed only if the building does not contribute to the architectural or historic character of the district.

WRONG

Moving a historic building is sometimes a reasonable alternative to demolition. The Historic Preservation Board would consider all possibilities, but sometimes demolition is the only viable option.
