a.     should not be constructed of wood.

b.     should not be visible from the street.

c.     must be metal to conform to building codes.

d.     must be easily accessed from the front of the building.

RIGHT !

Exterior staircases should be built on the side or rear, where they are not visible from the street. This example obviously does not conform to this aspect of the  guidelines.
